Each target needs its own setup: a server install with SANDBOX_GATEWAY_DOMAIN for your domain, TAILSCALE_AUTHKEY (or a Tailscale account to approve in) for Tailscale, and Settings → Hosting for Hosting. Locally, SANDBOX_PUBLISHER=fake skips all of this; turn it off to test for real.
